I'm a new member and I found this site because I was about to purchase a white cap pionus from a scam website (samantha parrotstore) and I was looking for reviews. I appreciate this website so much! Can anyone help me find a white cap pionus? I live in on the west coast in the US.

Welcome! They are not very commonly bred in the United States as they do not have as flashy coloring as many of the more common species do. Have you checked Bird Breeders?
