If it's going away, then I wouldn't be too concerned, just watch out for any other symptoms of anything. Maybe there is something I don't know about that @Shezbug or @Mizzely know about?

I have seen my conure Mojo with a blue head and beak as she had got paper crinkle wet then rubbed her head and beak on it could it be this ?

Have you examined both birds? If neither have any injuries to the skin or broken feathers, then it sounds like it could be dye from a toy as Wardy said.

She's moulting. The moisture from her breath makes the dander collect there.

I haven’t seen any feathers
It'll likely be dust from her seed or general dust then. No feathers at all? Budgies constantly lose down feathers.

my blue one, nickel has lost a couple of her tail feathers. Penny hasn’t lost any feathers as far as I know. Maybe a tiny one here and there.
