weird wild pigeon with crest?

walking down the street, we seen a pigeon, but he had a crest. he looked to be a regular rock dove but he had a crest on the back of his head,
any idea on what it was?

Looks to me like a preening job that got a bit messed up. Hes definatly a normal pigeon though. Maybe the wind blew up his feathers?
Any way, when you look at the crest, it appears to just be some neck feathers that flipped up and are letting the down stand upright.

This rock pigeon looks to be a mix between the Archangel and the Rhine Ringbeater breeds of pigeons.
