Weird behavior

When I stick a finger into Cloudy's cage through the bars, he usually acts happy and taps on it and does the usual playful budgie stuff, but today when I stuck my finger through the bars, he seemed a little different. Still acted happy, tapped my finger and chirped and stuff but now he's kind of biting my finger. Not hard, it's still more of a nibble, but opening his beak wider, all the while continuing to sing. And also, he's trying to perch on my finger, which is somewhat stange to me because he's usually not very quick to do so. If not perch on it, he'll just hold the tip of my finger with one foot and nibble on it like he does with his sola balls. He'll try to perch on my finger and then jumps off to ding a bell, and back again. When I take my finger away he gets quiet and goes back to his sola balls or starts preening himself.
I included an image of him holding my finger the other day

What could this mean?

From the sound of it (if I had to guess - I have no budgie experience!), I would think it sounds like he wants to hang out with you more. Do you take him out often? It kind of sounds like he wants to play/have more interaction with you.

Im with him a lot of the time, my desk is right next to his cage. But he doesn't really like my hands when they're not just a finger in his cage, and he flies right back to his cage if I try to take him out, unless he voluntarily hops out.

Have you tried just sitting with the door open? What does he do?

I keep the door open most of the time.
There's a game he really seems to like, basically throw and fetch except he's the one throwing his sola balls out of his cage and just sits there, head tilted waiting for my to fetch them. It's exhausting, but funny

Don’t stick fingers into the cage. Open the door and let the bird come out on his own.

Sounds like the same stuff my birds do when I slowly move my finger towards them. Most of them will nibble on it. But one of my birds will nibble on it and then grab it with her foot. Its just normal budgie behavior.
