With a bird that has been abused by a previous owner (whether the abuse was physical or neglect) the very first thing you want to do is take the bird to a vet for a thorough examination. You don't know what may have happened with the bird.

Those do look like worms.

I'm also having difficulty seeing. It seems too big to be lice but hard to tell from photos. I would definitely do a vet visit
