Indeed there are. Sometimes it's hard to believe stuff you here, but then venetually you see it with your own eyes.So yes. There are crazy crazy stories out there. Rescue plain sucks some days
There are people here, who keep CAGs in rabbit creates in the backyard. Whole year, and winters can be pretty harsh here. No perches, no food dishes just some water in a cup and seed thrown under the birds.
They think this is the way to treat them.
You know, they are "just birds"...
Below is a different case, but the owner is adamant that these conditions are ideal:

Granted, s/he says, that the bird spends most of the day outside. However, the bird is only 2 years old. Will he be able to maintain this routine for the next 30+ years? I'm not sure...
