For starters, I’m out of state visiting my father for several weeks. Yesterday, I noticed that Jelly Bean’s tail covert feathers were spread out a bit from the rest of his tail while perched. That is, he hadn’t just been flying. When I was checking on them just now—same thing.

Is this an indication of a problem? Does anyone know?

Flaring their tail can be a sign of annoyance/aggression. But it's a flash of the feathers. But sometimes I also see them relaxed and fluffy with them slightly out, but all the feathers of the tail are like that, relaxed and fluffy.
