I am unable to help other than to suggest this bird gets seen by a vet ASAP.
I tagged a member who I think may be able to give you some first aid information to keep your baby as comfortable as possible till you get medical help. When you put the @ symbol directly before someone’s name it alerts them so they will look at the the thread, I did that with birdbabe hoping she may still be online.

Something restricting the blood flow, is it a wound? Looks like a wound,,..Fiber, nestling material? A hair? It looks hot, swollen and infected , please get to a vet asap if you can..

I agree, something could have gotten tangled around the leg. Please let us know if you are able to get this little one in to see a vet and get her treated!

So the bird in the picture died , but again in the second clutch i got 4 and 2 had same issue and closely observing i found the tiny coconut palm leaf thread kind of thing was wrapped around the leg and blood flow was not fine in the leg which made it become swollen, attached is the tiny thread like particle which was wrapped around the leg. I managed to cut the thread particle and apply oninment to the leg and chicks are fine now. thanks Shezbug ,

i found the tiny coconut palm leaf thread
For the future, if these birds are breeding, remove all thread like materials. Use aspen shaving for inside your nests, they are much safer. You can offer pieces of plain paper in the cage for the parents to shred and take to the nest too.

Most normal wood shavings are made of pine or other softwoods. These contain aromatic oils which birds are sensitive to, and which can damage birds' respiratory systems.

Aspen is a hardwood and doesn't contain these oils. It's much safer for birds which is why @Zara specified aspen shavings.

If you cannot find aspen, coarse (large) pine is ok.

Fine pine, fine aspen and sawdust are all very bad.

Cedar is toxic.
