Yes, you can use tweezers. Get them right up to the base of the feather and pull in one quick motion like you'd pluck an eyebrow hair. Then apply corn starch and gentle pressure to any bleeding that's left. That's a pretty small blood feather so I think it'll be fine.

It does not look to be leaking and wetting the area around it. Do you have a big enough box or tub to put her in? Somewhere to keep her quiet and where she can not get that caught on bars or anything?

I don't really have anything like that.
I'm going to give her some food right now and watch the feather.
Can I tell by the shaft if it's clotted? The shaft is pinched shut from my pinching it with tweezers but idk if that's good enough?

If the blood starts leaking again then you need to stop it but if it is not leaking then just keep her energy levels low till you can call the vet for further instructions.

It'll be a long day if I take her. They're like an hour away.
I just want everything sorted and okay.

The vet may be ok with you sending some pics in for them to look at so maybe ask about that before just making an appointment?
Try to get some rest while she is happy being calm and quiet so you are not so worn out for the day. It is a bummer we can not all be closer to the vets for our birds, My trip is a bit longer so I totally understand.

Do I need to stay awake with her? Can she go back into her bed to sleep or should I just watch her?

She's also preening her wings which worries me that she might bite it

She's pretty awake and won't stop messing with the feathers.
She'll sleep more if I put her back in her cage, covered

Since it is small and close to the skin, is it possible to pull it out ?

Or not at all? I have no clue what to do.
I'm exhausted and I'm scared for her.

Ok you need to stop the bleeding again and I dare say you will have to stay up with her till the vet instructs you on what to do. I am guessing covering it is only going to cause further problems so I do not think that is the best idea. I'm sorry but at least it is a slow bleed not a fast one.
