Being able to see that much down and potentially skin isn’t normal, so it looks to me like it’s more than just a bad molt (though a bad molt can instigate feather picking). All sorts of things can cause birds to engage in feather destructive behaviors, from boredom to dietary deficiencies to irritation.

Has he been to an avian vet to rule out any medical conditions? That’s a good place to start, to ensure he isn’t doing it out of pain or discomfort.

Some other questions: What’s his diet like? Is he very active, or is he the type to sit and preen most of the day? Have you noticed any excessive hormonal behavior? What’s the humidity like in your house (if you have a hygrometer)?

I would definitely start with a vet appointment to rule things out first

his back wing feathers aren’t in the best state either as well as belly as he always looked like this or is it a new thing ?

anything changed in his environment routine etc ?

Does he seem itchy preening more than normal ?

does he bath often ?

with plucking it’s best to try and get on top of it before it becomes an habit but plucking a very hard thing to understand or try to solve wish you best of luck

My comment was a genuine observation with a sad face to show I was sorry that this was so.
The truth is not always nice.
It is not a molt that is feather destruction. Do you mist or shower him? Toys you have as in shredders and balsa?

Aloe spray helps! I will say that dry air csn cause dry skin. Do you take him out in a cage for natural sun?

Poor thing does look ratty. :(
Definitely NOT a nice reply. Some birds struggle to not destroy feathers. Even the best care it can be heartbreaking to those of us who have feather pickers.
