Strange Droppings, Tiel May Be Sick?

So I've been trying to play with Mickey for the past few days now, but he's acting nervous like he's regressed. I think this is somewhat normal, but the difference with this is that I'm currently sitting in front of his cage with the door open, and there's a faint nasty smell coming from the corner where he's been sitting for hours on end. He's able to move around freely and has several toys, including his foraging box and several balsa toys inside of it, but he's taken to sit in the corner of his cage where his food is at. I think this may be because of the cold, but with the smell, I think he's getting sick in some way. The winter storm in my area has made it frigid outside, so I've got my heater on so it doesn't get cold in the room. Any advice is appreciated, I want to know if my bird is sick or needs something. ⚠ Pic of droppings below

If there are mites, your bird needs a vet, though there are some breeders who know how to treat them.

I do not know what you have available to you in the way of mite dust. This can be done yourself if suitable product is available.
If the keel is sticking out, you need to tempt the bird to eat. This can best be done by offering some white millett, sunflower seed and green seeding grass.
I hope you have an avian vet near by - this is not a luxury we have in my area.
