I'm going to be turning a metal table into a bird stand for my birds.

If it's just a base that is basically going to catch poop I don't see a problem. If the birds are going to focus on the metal and chew it then it's a problem.

The frame will be the part they'll stand on but It'll be wrapped with rope.
