Instead of stepping her up on your hand, present her with a closed fist so she does not see fingers and see if she will step on the fist for the forearm. It is very difficult but not impossible to get around hand shyness. The key is to NEVER enclose the bird in your hand. It took me three years to show my tiel Chip I would not grab him. He would then step on my closed fist or my forearm; but if I reached toward him with an open hand, he was outta here!

We have a small flock of budgies that are free flighted, who tolerate us (they know we feed them!) as well as 3 individually housed budgies. They are extremely tame and would much rather play with us, or each other, than the flock birds. Our tame budgies speak English, where as our flock budgies do not. We have a video on Youtube, if you are interested! SIMON & DUCKY (JULY 2011) - YouTube
Both our single and flock budgies are equally happy, they just prefer to interact and play differently.

I have a single budgie named thunder and I too am home all day he is about 7 months old and I've had him since he was 6 weeks. He is my only bird but I am getting a conure once he is weaned. Thunder loves my husband and can't wait to be with him but he isn't not too interested in me he def likes men much better than women :( he is a very happy brave little parrot. We have his cage open most the time so he has free choice to be in or out of the cage.
