Because he is very likely quite ill. It sounds like a respiratory infection and he needs to see a vet immediately. Now - he needs to see a vet now.

Yes, he needs a vet ASAP. In the meantime try to keep him warm, birds use a lot of energy just staying warm. A heating pad will help and make sure there are no drafts from an AC vent or window.
