I found a shower perch for $30 plus shipping. My dad said he could make it for way cheaper than that. The only issue is we aren't sure what non slip thing we could add to make it safe. He says glue some rope to it but I'm not sure if that'll work. I attached what we're trying to make and the measurements incase y'all wanna make one

Vet tape. Cheap and easy to replace. Or use a Dremel to carve into the PVC itself
If you have a Tractor Supply store, or any place that sells farm supplies, they sell vet wrap tape. It comes on a roll & in many colors. If no Tractor Supply store your local pharmacy store sells Coban (or generic brand), which is a self-adhesive tape. It only comes in beige color. You may need to replace it after awhile, but this should work.
