Should I cover an outdoor aviary when it rains?

I currently have two budgies and I've been thinking about getting a GCC or pionus, and I know that fresh air and sunlight is really important to birds. So, I've been thinking wanting to build or buy an outdoor aviary to use when it's nice in the late spring/summer/early fall. I was just wondering what to do if it rains- should I cover it, or just leave it?

I'd suggest you cover the top/roof area 24/7. Place a few perches lower so they can get sun or rained on when they want & move to higher perches, etc., to get out of the sun & rain. A roof will also allow them to be more relaxed, as they are more protected from prey lurking above.

I'd also add that a roof or cover will help protect your birds from exposure to avian flu and other diseases that can be spread by contact with wild birds or their feces.
