Good job! It's sad and totally disgusting this bird sits tethered to a metal hardware rod!

This Man is cruel, and should do the right thing and allow these birds a new, and well cared for life!
I noticed that right away and thought, no wonder the poor thing chews its feet,, then thought some kind of metal poisoning..then thought..this guy need an education, thank you @PufF ..for trying to help, those feeties still look swollen, I'll bet they hurt too...your an Angel...at least the owner is open to you helping ..

Which one are you referring to? The tether or the band with a number (likely the serial number or something of Yeo). The band is fine, there is space to move around inside the band albeit little (still enough so not as much as an issue)
The tether is more restrained and more tight fitting but I won’t say that it is hurting Yeo. More like a tight ring attached to your finger. You can twist it if you use some force but if not it will stay there in the same position.
Sorry @PufF I thought I replied to this not long after you posted- I am not sure what happened. I actually think they both look a little too tight for safety and comfort- I could be wrong but they both look like they are fairly snug fitting.

I think the tethers should be alright as for the moment as again, this is fairly new behaviour and Yeo would have likely been on the tethers for years (at least more than a year for sure) so unless the tether suddenly became too tight (which is again, unlikely), I doubt that the tether would have been the problem.
I do believe that while Yeo’s feet is fine, Puff’s feet is getting a sore on the bottom, one which has been there for more than a year as well.
Not sure what much more I can do now. I’ll just continue updating.

If they are too tight they can cause swelling in the foot not just where they are placed but also on the foot it self it can cut circulation causing swelling.

Update- Not really completely healed yet or anything but still ok. I checked the tether seems ok. The ring not so much.

I don’t know what’s happening now. He seems to be picking at his feet again but for some reason his right feet looks black?
Can someone tell me if the black is normal or not?

The cayenne pepper will help stop the bleeding but it's not going to fix the underlying issue. Have you pointed out the bleeding to his owner?

Of course I told the owner. Until now I really don’t know the real issue. This is, as I had said, a relatively new issue. However, I did note that the owner is not surprised about it and in fact has a bottle of medicine (albeit for lice) that looks quite old so maybe this is a recurring issue?

Yeo doesn’t let me touch him. I don’t know if I’ll need to towel him to get a better check. I suggested a vet to the owner but honestly I have no clue if he will listen.

He’s peeling it bad. I didn’t bring the pepper powder today and next time I can see Yeo is a week later.
The owner said that he’ll apply something later but I don’t know what. His foot is bleeding now for the most part.
I used an alcohol pad that i had to disinfect it but he’s still biting it and flinching while he does that. This is just heartbreaking :( He’s probably biting because he is in pain. I wish you could make the owner understand he needs different perches and medical attention. I can only imagine how frustrating this must be for you.
