I don't know how cheap he is or what you consider cheap, but Dr. Todd Cecil is an excellent vet.
Pet Emergency & Specialty Center
Took very good care of my two sickly birds while I was staying in El Cajon this summer. He is an Avian Diplomate. He also has an office in Chula Vista.
Two years ago I took the birds to Avian and Exotic Hospital on Hotel Circle (Dr. Jenkins). It is very difficult to get into the offices with your bird and I was quite disappointed with the vet who cared for my Jasper (not Dr. Jenkins).
Anyway my recommendation is Dr. Cecil.

Let me know how it goes and mention my name (Mary Lynn Skinner) and my bird's name (Hank). He and I went to the same school, but he was there 25 years after me (lol). The office staff is great. The husband of the spanish girl at the desk has done 5 rotations in Iraq. A hero in my book.
