Red throated behavior

Hello there!
This is Bubba,
My red throated conure.

We just adopted him a few weeks ago.
I have some questions about his behavior…
when we got him, his previous owners told us he was a very chill, cuddly conure.

(I did not took that very much with me since I know how that works with birds).

I did noticed somethimes he makes a lot of partner behavior and a bit like “hormonal?”
I’m not sure but would like your opinion…

He can be indeed cuddly (I always just scratch his head, since the rest is hormonal places for him).

He rubs his beak a lot everywhere, moves his beak in a regurgitation way almost with everything a lot of times as well, sometimes out of nowhere he is all chill and suddenly he tries to kinda “attack” in a nippy way everything (including hands and skin.

He does not put a lot of pressure though.
But I do not get this body language.

can someone help me please?
He is one year old.

He is gorgeous, I think it might be hormonal maybe he was touched in the wrong areas and it has caused him to be hormonal . I am not an expert on hormonal issues so I hope someone can help you .
