Red-Rimmed eye and blinking but no other symptoms

Hello,

I got a six-month old lutino cockatiel for christmas, which i named Pixel. he has not been hand tamed nor will he submit to even going near my hand. I am posting this thread because one of his eyes have become red-rimmed on one side but he has no other symptoms. as i'm writing this he is chewing a sunflower seed. any help?

He either has something in the eye or he's had a knock in that general area.
If the former he may clear the eye himself, otherwise he'll need an eye bath. Best let the vet do that, they'll know what to look for and where, and have the right kit to get a good look.
If it's from a serious knock it'll only take minutes to show other symptoms - lethargy and sleeping a lot are the obvious symptoms of concussion. If it's just a shiner it'll look obviously better within a couple of hours.
In any case, be ready for a vet visit, but from what you describe it just sounds like a black eye.

Birds can also get pink eye. So watch to make sure it doesn't spread.

Lutino birds are most often female and they don't need to "submit" to anything. You need to earn their trust. It's usually best to figure out what their favorite treat is and start working with him/her in a manner that benefits both of you.
