If you saw it in Ohio, it's highly unlikely to be a Ferruginous hawk. Unless a falconer's bird escaped or a super odd case of one being way out of it's normal range. Their native range starts in a line up the center of the country, the middle of Texas up through the middle or panhandle of Nebraska. They tend to be sagebrush dependent and their their hunting style does not lend itself to living very long outside of that area.
