When do baby cockatiels start to heat up themselves? I want to tame one of the babies at a young age so it's easier to gain their trust. I don't have an incubator though.

When they are fully feathered is when they can regulate their own body heat and live in a cage.
The feathers will grow as pins (like a hedgehog) and the bird will preen them open to reveal the feather, so the feathers must be all (or at least mostly) preened open.
They must also be fully weaned (not eating any formula).
This happens when they are pretty young, just a few months old, so a good age to bring home and set your own boundaries and lay the foundation for your relationship. Just keep in mind that it isn't easier in a sense that it is not hard work or doesn't require persistance and patience, but easier because they don't have any bad habbits yet, no learned behaviour (like biting out of frustration if their boundaries are not respected).
To find a bird like this, don't go off of only the age. They could be anywhere from 8-14 weeks old. So ask the person "Is this bird fully weaned?" and "Are they fully feathered". Look for a bird that weaned more or less a week before being sold to lessen the chance of regression.
