Hm I'm not sure what the problem is, hopefully someone will be along.

Is he/she plucking his own feathers? Sounds like a behavior issue/ trying to get attention maybe?

When he does this he gets a reaction. The reaction is a reward. The reward causes him to continue and even escalate the behavior.

well today i fixed the problem with everyone the quakers are now in there own cage and the conures are in another cage and so far everyones now happy an now fighting or pulling feathers out as for kiwi he/she still wants to take hunk of your hair if given the chance but i dont let kiwi on my shoulder so that problem is fixed and now kiwi cant rip poor romeos feathers out kiwi doesnt do it all all to blue bear and after doing some reading and talking with a few bird specialist they seem to think kiwi is trying to build a net and after watching kiwi i have seen kiwi take alot of things into her bed like paper and napkins and fluffing them around so i think i might just have a girl trying to build a nest
