Is this a new parakeet? Have you put fresh, clean, white paper at the bottom of the cage so that you can be sure to see any stool that is passed?
We have lots of questions because you really posted no details other than the bird not pooping. What are you feeding the bird and when was the last vet visit? How old is your bird too?
