Tell you what. Reset all my account settings and 90% I'll have full access again, no VPN needed, no cookie errors and no problem uploading.
BTW, Google found this solution for me

THERE IS NO RESET.

The only changes I can make to your account are "you are a registered member" or "you are banned". There is not a reset or anything close.
You can login and post which means "you are a registered member". We are using the same software we were using prior to the upgrade. The only difference is that the forum is now HTTPS. Which if I recall ..... you wanted. There is nothing more we can do here, this issue is on your end not ours.

The issue is sorted. It had got to the point that I was sent to the login page every time I made even the slightest change to my account. Admin do have the ability to set any account settings back to default, which is all I was asking.
As it is I hade to make a Change elsewhere that has corrected whatever the problem was. So now I can login just fine, every function on the forums seems to be working, and I can even upload images in Chrome.
Everything is normal. Normal service has been resumed. No further action necessary.
And I found the tip I used on Google.

I am not having any forum problems but I have a question.....
you keep referring to an https address in this thread, but what I see in the box at top just starts with "forums"
it does have a locked padlock before it. but on other websites I do see the 'https'
when I look on google none of the AA addresses listed has 'https' first, just 'forum'
is there something I need to do/change?

I wasn't talking about any advanced settings. I was talking normal settings, like preferences or privacy. I couldn't change anything, kept getting sent to the login page. I tried changing my avatar and siggy, same thing happened. When I logged back in I had no siggy or avatar. That says to me that something got corrupted so I asked for my account settings to be reset (partly hoping an admin would get booted trying to change those settings - to see what I've been going through all this time) .

The padlock means it is https. The https is just hidden. A lot of sites don't show the http/https or www anymore when accessing. :)

Right. It's happening again with a slight difference. I leave the site without logging out and when I come back I'm logged out. If I try to login I get that same cookie message so I can't login. However, if I leave the site for an hour and come back it's still behaving bad but if I browse the site I get the following message at the bottom of the screen:

If I reload the page I'm on I'm magically logged in. W00T?
There's nothing we can do about it, this is just an FYI.

That was a major reason for the software upgrade they did. We asked for it and the staff delivered.
