my budgie does not want spray millet

Hi. My bird Boki is around 6 months old, and I got him from the pet shop around 2 months ago. In those 2 months I gave him space and time to adjust, I slowly put my hand in the cage closer and closer to him every day until he didn't run away or get scared, and as of now he can step on my finger but only when i nudge his chest, even tho he does not jump on it willingly he does not fly away from my finger either (sorry if this is wrong, i cant train him to associate my finger with treats because he doesnt eat them)
hes not that scared of me now, i offered him millet a few days ago and he stared at it for a few moments before pecking it once or twice before actually eating a few seeds. then he stopped and just went to eat from his millet bowl, and he did not eat spray millet at all after that. Also, i bought him a smakers treat stick and at first he was afraid of it, then i put it in his cage and he pecks it from time to time usually when im not looking.
i watched a lot of tutorials for taming budgies and almost all of them involve treats/millet spray. but my bird barely wants any treats. he prefers the easier way to his bowl.
am i rushing it and need to give him more time, or am i doing something wrong, or is it just my bird's personality ? i really want to get closer to him

The idea of using millet as a training treat only works if they aren't also getting millet in their bowl. They will always choose the easier option. If your favorite food was already in your cupboard, would you walk to the store to buy more, or would you eat what you already had available? Same idea :) So you will need to remove that as a food option, even if temporarily, while using it in this way.
