Are we they both males? Try putting in double of everything they fight over.

It's not very often two females will get along sweetly, that's just in their nature. So long as there's no full-on attacks happening just try @Ali's suggestion of doubling up.

You may have to put them both into their own cage.

my grandma doesn't want to have to buy another cage and she won't let me get more birds so both yours and his ideas wouldn't work

If you are not willing/able to put them in separate cages, or put more food/water bowls in the cage, then they will continue to fight, and will eventually harm each other.

You need 2 of everything. If the fighting continues you might need to separate. (if it's just angry sounding noises and some warning pecks here and there, it's not so bad. Just make sure it doesn't devolve into something worse. Also, if one of them is constantly on the receiving end or being chased or seems stressed, this would be a problem.)

Can I ask why your grandmother doesn't want to buy another cage? If it's personal it's okay to not answer or anything.

Would it help to talk with her or maybe let her read what people say on this thread?
Just brainfarting here.

If you are not willing to provide a secondary food and water bowl to lessen the fights between these hens, then you should look into rehoming them for their own safety.
