Pictures Molting or plucking?

Is this molting or plucking? I’ve read so many things online and looked at feather pictures to get an idea and so on but I just can’t tell. He has a lot of whitish feathers on the ground similar to the ones under is wings by his cage everyday and as far as I can tell it looks like molting?? I know he has new feather growth on his head though. He also had symmetrical white patches on his wings in the front is that normal?

Is this a young bird? Other than a little wear everything looks normal to me. Some birds have lots of white downy feathers and it's normal to be sparse under the wings.
I think he is 4 or 5 months old now. I’m not sure since the store I got him from said he was young probably 2 to 3 months old..

Seems some breeders and pet stores will cut a birds flight feathers without a second thought of how this effects a birds life. It can take up to a year for re growth. First time you see one of the cut feathers fall in or out of cage to the floor its a celebration.
