Lovebird picking feathers out - has been exposed to grass before

This feather-picking behaviour began after quarantine so I haven't been able to get the vet as easily. A couple months ago, someone else in my family put our lovebird on the grass and outside in it's cage on multiple occasions. For a couple months now, the bird has been picking it's feathers to the point where you can see heavy feather loss near its neck, feet and sides. I read that birds can contract fleas just like dogs, so could this be the case?
He's still playful, active and we take him out frequently.

I understand getting to the vet can be difficult for some people right now, however it is very important you get your bird to the vet as soon as you can.

Feather picking is very complex and something you should discuss with your vet to start ruling out possibilities.

The sooner you notice it and start searching for answers, the better.

Some vets do consults over the phone- may be something to look into :)
