Lethargic cockatiel :(

I haven’t posted here in awhile, but I thought I would because my cockatiel, finneas, seems very lethargic. Today I saw him sitting at the bottom of his cage, puffed up and shaking, and so I decide to go out there and bring him inside just to check up on him. he was a rescue from a very neglectful owner so he doesn’t like hands and he’s very hissy and bitey towards trying to be picked, up which I’ve learnt the hard way, but today he let me pick him up and bring him inside and even bowed his head like my other cockatiel to allow for pats. this worries me very much and I’m hoping he’s not sick and rather it’s just the Australian winter chill. I fed him some sliced apple and seed and he’s eating them very well right now, and a bowl of water but he hasn’t taken any sips yet. Just really worried for him, I’m very anxious when it comes to my birds, so I might just be overreacting, but if any experts can give me some tips I’d appreciate it very much

Can you get a weight on him? I am trying not to be paranoid (having just lost a young cockatiel to an illness), but the shaking is worrying.
Try to feel his keel as well if you can.

I can try tomorrow, he’s veeeryy stressed when being grabbed other than sitting inthe palm of my hand but I can try the other thing too. He stopped shaking quite a bit since being brought inside for the night , maybe because it’s warmer in here.

If he's puffed up and lethargic, I would take him to the vet.

I asked my mother, she very quickly said no because it’s expensive. Even if I begged her unfortunately I don’t think she’d let it happen :/

I don't know which part of Aust you are in - but it does seem to be a particularly cold winter in most of the country.
Our birds can feel the cold just as we do, so wind protection is very important, or bringing him in on colder nights is a good idea.
You may find you can feel his keel, by having him sit on your wrist facing your fingers, then stroking your fingers along the keel.
It is 10C where I am at 8.19AM - my avairies are fairly well wind protected, but I wish in hindsight that they were better angled for 1st thing in the morning sunshine, which is the ideal for all birds who are outdoors.

yeah, we’re keeping them inside for now. He was also in a cage inside for his whole life with his old owner so he’s not used to the cold either
