Is this safe for making a bungee

I found this and wondered if it would be safe for making a bungee.

Aluminum is soft. I'd look for something similar made out of stainless steel & use jewelers grade bail-making pliers to make a round loop at the end (after filing the cut edge with a metal file) just to be sure all precautions were taken.

I think it's strong enough for my budgies weight though,and it feels pretty tough.

The softness is a concern for their ability to shave some off & ingest it, not for bungee strength

I see I am going to get stainless steel as you suggested, thank you for your advice.
