It makes me very sad to read that your bird may be seriously ill and your hands are tied so to speak. Perhaps consider putting the bird in a home where she will get the care she deserves.

I can't place it because the top of the cage has a triangular roof design so the desk lamp would slide off even if I did have one.

What about a clip-on lamp. It certainly wouldn't be too bright for her, budgies naturally live in the sunlight. Many of the members here have seen massive changes just with simple lighting like this. You have to agree that dark is depressing.
My budgies have 30watts of LEDs over their cage and they just have so much energy.
