Is leftover shredder paper okay to use for foraging?

We have a large paper shredder in our office space, and it produces a lot of crinkled scraps that we usually just recycle. I'd like to use the scraps to help my linnie forage when I get him/her, but I'm a little nervous about using scraps from our home shredder because the paper scraps it shreds always end up with a weird smell and the can that the shredded scraps goes into has a bunch of paper powder (I don't know how else to describe it). If I clean out the shredder and use plain printer paper without any ink, is it okay to make shredded paper for foraging at home? I'm interested in shredding construction paper for some colored paper that may get them interested, but I don't know if the dyes used are safe.

It would be perfect, but you have to make sure the dye on the paper is safe. Plain printer paper without dye is safe.
