Is it true that cockatiels mate over the course of just seconds? I caught my male on top of my female and I saw them do a brief rubbing of cloacas. Does that mean that my female will lay fertile egg?

Mating does not guarantee fertile eggs. There are a number of factors involved such as position, sexual health of the male and female, age, etc.

While it doesn't guarantee fertile eggs, mating with cockatiels is very quick. So potentially, yes, she could lay fertile eggs. If she does lay eggs, you can boil them so an embryo doesn't develop, if you aren't wanting babies.
