Inky sticks pieces of straw under his feathers. Why?

Since birds love to chew, we gave him an old straw circular thingie that you use for hot kitchen pots. He loves to tear it apart, but he sticks the small pieces that he cuts under his feathers. It's as if he wants to build a nest.
For whom? For the penguin that he keeps mounting?

94% of those straw bits end up in the vacuum cleaner, and the other 6 end up in the tray of the cage.

Are you sure he's a he? Some males will di that, but it is a way many lovebirds build a nest. :)

Leih, we're not sure of its gender, so we call him "he" just because in Spanish, the masculine gender is used generically. He humps a toy penguin and regurgitates for it, so we're puzzled.

Yes Leih, Sydney humps his boing like a male, and shreds and tucks just like a hen. He does the whole male click dance and moves. He must be a he, I believe he is too old to be a hen now (no eggs).

It's normal behaviour :)

Also in Spanish, Agapornis and Pajaro (bird) are masculine.

Edit, you say about nesting and I would like to add... Sydney shreds and stores stuff in his rump, but he does not nest. He doesn't unload and create a nest, didn't do it when he has a nest box either (it was always empty), and he doesn't pass the material back and forth through his beak like a hen does. If you bird takes this stuff somewhere and sits and tried to actually make a nest and manipulate the material, I would start thinking maybe inky is a girly.

Inky wants to show that penguin that he/she’s serious!

I live here but I am British ;)

Cool! I have never been to Valencia but my friend says it is beautiful there :)
Cool Zara. Enjoy Malaga and your many birds. And you're not the owner of the Zara clothing stores, are you?
We enjoy our Inky thoroughly, specially when he bows his head to be petted. Unfortunately, he doesn't like my fingers too much despite my gentle approach. Yet, to my wife and daughter, he will bow down and twist his neck in many directions. I've thought about wearing perfume perhaps to trick him into letting me pet him.
