How long do you have this bird? For IRNs, the beautiful neck ring starts appearing from 18 months, in case of male only. The coloring of adult females is like the babies. But baby IRN will have shorter tail and darker eyes. Have you got her DNA tested?

Also may I suggest a bigger and stronger cage. They have very powerful beaks and easily destroy weaker cages. Can you please provide some chew toys? IRNs are very intelligent and chew toys keep them busy. My birds love natural wood branches for chewing.

As I've mentioned, babies have darker eyes. Neck ring will start appearing by 18 months in males. As far as mimicry or 'talking ' is concerned, every bird is different. Female ringnecks can be prolific talkers but any. I repeat ANY parrot CAN chose not to talk. It's just upto their choice. But talking or no talking ringnecks are amazing birds, full of personality.
Usually a parrot will mimic human speech if it consider the humans as its flock. So if you can earn your parrots trust with enough time and love, maybe he/she will start copying you. All the best.
