I think my brother's cockatiel is depressed

My brother has been gone for two weeks of the summer and left his cockatiel at home. After he got back, I noticed he was stomping his foot alot. He's never done this before, so I looked it up. Apparently it's a symptom of depression. Before my brother left, his cockatiel was really loud and sang alot, now he barely ever sings. My brother is also moving out soon and can't take the cockatiel.

Is there anything I could do to help the little guy out?

Let him out of the cage as much as possible, give plenty of treats, toys, foraging opportunities etc. Will you be taking on the bird when your brother has gone?
