How to hand tame a flighted bird with traumatic experiences?

So basically my Stormy has had a lot of traumatic experiences with hands, how do i hand tame him so i can teach him to wear a harness and birng him out?

You can use millet to tame him. I'm not sure budgies are big enough for harnesses.

Yea, same, but maybe i can make a lightweight harness ffor him? He is recall trained and hand tamed, i meant letting me touch him under his wings.

After looking into it, I and many other budgie owners have decided its safest not to. Unfortunately, they are just too small for it to be safe to wear a harness.
Make sure Stormy thinks of you positively and isn't scared of you, you can also target train your budgies

For the harness? I haven't properly looked into it, maybe the other members have an idea! What are you up to with hand taming and how long have you had Stormy for?
I have a budgie named Stormy too, with almost the same colours
