How long until my cockatiel can fly?

I got him from a pet store, the owner said she raised and hand fed him and his siblings in her home. Then moved them to the store where i bought him. Unfortunately all of them had clipped wings. I got him July 12th. He tries to fly, but he just ends up falling. Is it that his feathers haven't grown back, or he doesn't know how.. although it's instinct isn't it? Either way, does anyone know how much longer before he will be able to fly?

He'll eventually molt out his clipped feathers and new feathers will come in. It may take a few months or even several months. When the feathers grow back he'll start flying. Then comes the challenge of teaching them to fly down and navigate hallways and doors if your house is set up that way.

Yeah that will be.. an experience. When he does attempt to take flight off a chair or bed he always lands face first.
