Does he eat millet? Peel a bauble of millet off the spray and it'll have a little "handle". I pinch that between my thumb and second finger while holding out my index finger for my budgie to perch while he's eating. At first I held it inside the cage while he learned to perch and eat. I gradually started holding my hand closer to the door when offering it to him and finally outside the door. I have a perch on the outside of the cage beside the door. Initially when he hopped out and got on my finger to eat, he go back to that perch. Then he started coming out on his and fly around. Now I can hold a millet bauble and call him and he'll fly to me to eat. By giving him only one bauble at a time, I can control how much millet he eats and I don't feel mean taking the spray away.
