I wouldn't recommend it. Not likely they will enjoy the restriction. They need to be allowed to fly..do not clip their wings.
(i know this thread is a year old lol but..) We did! She took to it really quickly actually.

I know this is an old post but yeah, they can get used to it if introduced to a bird leash from a younger age. They realize it’s nothing to fear and pretty much ignore it.
(My Tooki sitting on a guava tree)
But hornbills in my experience are really excellent recall flyers. They will come to you if you have a treat in your hand.
