My budgies cere did something similar and turned completely brown eventually. If the cere turns brown it could mean from (what I’ve read and experienced) one of three things.
1: it is completely due to hormones like what my male budgie Oliver is going through (had X-rays done on him to be positive)
2: there may be a tumor somewhere in the body
3: it could be cancer like pituitary cancer or testicular cancer.
I hope that there is nothing wrong with your budgie and that his cere goes back to normal and that it’s just hormones. The vet may know what is going on and help you with whatever is going on.

It is hard to get a good picture because he moves so much, but my male budgie(age 2) has a cere that is turning green and slightly brown? Any thoughts?
He is beautiful
