So I just joined here, it'll take me a bit to get used to this. My birds need new toys, yet we get paid next Friday. I thought about DIY-ing some toys for them, but we are limited to paper and cardboard. For strings, we only have yarn, which I read wasn't safe for birds. Any ideas?

Yarn isn't good because the fibers can become ingested and can form a blockage in the crop. If you have any bamboo or stained steel skewers in your kitchen you could use that to string stuff up with! Or even just weave pieces of paper and cardboard through the cage bars.

The weaving paper is such a good idea! I'll try that. Thank you! :)
