Dirty nest box

I have 4 hens they've been pretty adamant about their nest and I don't know what to do anymore. I've added straw, newspaper, pine needles and shavings. In the nest and in an area that they can find it easily. And they all throw it out. I've removed nest and cleaned after every clutch hatches and they continue to do this. I removed the nest and they just lay at the bottom of the cage. I don't know what to do. Even my new inexperienced hen is doing the same. I wait till after the clutch because this hen abandoned 3 eggs that had fully formed babies inside because I cleaned out the nest. I felt crappy afterwards. Otherwise she raises beautiful healthy babies. I do replace the nest yearly during slow down.

What style of nestbox are you using? Do you have any pictures? How many clutches do your birds typically raise each year? What species of bird?

Parakeet she usually does anywhere from 2-4 clutches a year and hatches 2-3 eggs. She's not a big layer thank heavens. It's a finch box but it's pretty big. My other hens are just starting they're beginners.
