debris or skintag on cockatiel eyelid?

Hi, so about 4-5 days ago, ive noticed on my cockatiels eyelid, there was some sort of dust or something on his eyelid?
Anyone have a clue on what that is?

Might be a bit of tiel dust - Tteok gets those sometimes and it makes me crazy

You need to take a much clearer picture- that one is so blurry that no detail can be seen.

It is difficult to tell, but could it be a lipoma on the eyelid? Try looking up some pictures and see if they look similar to what you are seeing in person. It may be easier for you.
