My Black Cap, Dawson, loves rubbing his beak on my shirt, on blankets, etc. He has a similarly textured hut in his cage, but ignores it. I find the behavior cute/ticklish, but is it normal?

Frodo rubs his beak on all sorts of things. Sometimes he's wiping it off, but other times I think it's because he likes the feeling. Beaks are far more sensitive than a lot of people realize.

Absolutely normal. Parrots typically do like to explore different textures by chewing on them or rubbing their beaks on them. :)
