Also is hay safe? It says free from weed killers, insecticides and sprays.

Other than the fact it has strands, could I use it as a liner for the base of a cage under a floor grate?

Coconut palms are listed as bird safe.

Hay might be okay, as long as it was dried and stored properly. Biggest concern would be dusts and mold.

Most people use some kind of paper, rather than bedding. Bird droppings generally do not have much odor and the paper lets you notice if there is a distinct change in the bird's droppings. That can be an early warning sign for health problems.

I have paper, but the layer underneath the paper always gets poop on somehow!

I use lexan sheets over my grates cut to size. Then paper sheets over the lexan.

Trouble with hay or other such bedding material, it can harbour dampness, so if not replaced very regularly can become mouldy which can be a source of Aspergillus spores. Paper/newspaper is so much safer.

@Ali about hay... and other bedding.... I used shavings for a short time and every time the finches startled/flew upward the shavings went flying around the room too, like a tornado. Very messy.
