Cockatiel who picks on his feathers

Our bird Popett about twice in the year tends to pluck his feathers from under the wings mainly., it appears that its done relating to anxiety so we try that when we go out and on our return we leave about 20 minutes bef we give him attention..and try not to tell him off when he does it but wait few minutes and use distraction techniques
He doesnt like playing at all..
He loves sitting on my partners shoulder and just relax ..he can sit for hrs..
It really looks sore under the wing..and use the spray we were given
Is there something we can do to change that behaviour ..And help him to strenghten the wings as they look so frail
