Cockatiel Panic Flys

Hi, when my flighted cockatiel panics his first reaction is to fly away. He isn't a very good flier and he often bonks into walls and ends up landing somewhere high. Ive started recall flight training and he is pretty good at short distance if I have a treat. However, when my cockatiel panics and lands somewhere high, he completely ignores my commands and all treats. He just sits there panting and I feel bad because I know he's terrified. When I get close he flies away again. His cage is too heavy to carry (especially to hold up) and he's scared of his carrier. Is there any way to restrain him safely without hurting him?

How long have you had him and how old is he?

I haven't had him for very long and he is only about 7 months old. He came from somewhere that kept him in a tiny cage so I'm assuming he's never been out before. He wants to come out but spooks easily.
