Welcome! The tiels a little cute. I'm am going to say cinnamon pied for the mutation and as for age... I am guessing between 4-6 weeks. That's a guess.

Looks like a cinnamon split to pied to me. Also looks like the parents were picking at him/her a little bit. That probably doesn't matter and the feathers will come back in with time. Age... the breeder should know that. A bit hard to tell since its a little scruffy looking from the parents picking. Also, I haven't raised baby cockatiels since about 1993. It doesn't look weaned to me, but maybe about the age where it is flying or will be flying soon. Guessing 4-7 weeks old which probably isn't nearly as specific as you want. Someone else that has bred cockatiels recently could probably tell the age better.
